Aim and Scope

The Journal Purpose: 

- to promote forming of the leading global position of Russia in the field of theory and practice of radiation hygiene, radiation safety for population against different kinds of radiation.

- to create generally available information for all the experts in the field of radiation hygiene and radiation safety for population, to improve professional communication for Russian researchers working in these and allied fields of science.

- to involve promising young experts in scientific work on the projects in the sphere of radiation hygiene and radiation safety for population.

- to create communication platform for improving of cooperation between Russian and foreign professional communities.

- familiarization of readers with advanced global experience of introduction of scientific developments in the specified fields of knowledge.

 

The Journal Tasks: 

- providing for scientists of opportunity to publish results of their research;

- achievement of international level of scientific publications;

- attracting attention to the most topical, promising and interesting fields of scientific research within the journal topics;

- attraction to the journal of well-known local and foreign authors – top level experts;

- providing of opinions exchange between researchers from different regions of Russia and from different states;

- expansion of editorial board and number of reviewers with attraction of well-known Russian and foreign experts;

- providing of text-through access to scientific articles, improvement of the journal availability and  openness in Russia and abroad;

Open Access Policy

At present the journal “Radiation Hygiene” is disseminated on the territory of the Russian Federation under the Rospechat catalogue and by mailing of obligatory copies via the Russian Central Institute of Bibliography (ITAR-TASS). It’s possible to get a subscription via the journal editorial. All the journal issues are located in public domain and are available on the journal bilingual site of (http://radhyg.ru/) or in the electronic library http://elibrary.ru/. The journal is included in the Russian index of scientific citation (RISC). Thus, journal articles are available to everybody since free open access to research results promotes improvement of common knowledge.

Peer-Review

1.1. All the manuscripts go to the editorial of the Journal “Radiation Hygiene” in electronic form to the e-mail address journal@niirg.ru and by mail to the editorial address: 197101, Mira Street, house 8 (printed copy of the manuscript signed by the authors and original cover letter). Rules for the authors regarding submitting of manuscripts are established and strictly observed. According to these rules it’s obligatory to enclose instructions on the place of work of all the authors and contact information for correspondence; the rules are published in each issue of the Journal “Radiation Hygiene” and are available on the Journal site http://radhyg.ru.

 1.2. All the manuscripts of articles submitted to the “Radiation Hygiene” Journal according to the rules of the Journal are reviewed by two experts (doctors and candidates of science) in the field of the article. In case the article is in the fields of different scientific disciplines, the article manuscript may have several reviewers.

1.3. Decision on the choice of a certain reviewer for the article expertise is made by the Journal editor-in-chief or by the deputy of the editor-in-chief.

1.4. Editorial board of the Journal “Radiation Hygiene” approved the list of reviewers (Minutes of the editorial board meeting No 1 dd March, 10, 2008) from among the editorial council and editorial board members and other leading scientists and experts in the field of radiation hygiene, radiation safety, radio biology and radio ecology from Russia and abroad.

1.5. Each reviewer has the right to refuse making a review in case of an obvious conflict of interests influencing perception and interpretation of the manuscript materials.

1.6. The order of acceptance of manuscripts for publication and the order of reviewing are placed on the Journal site in the Internet.

1.7. Reviewing is done confidentially in the form of an expert questionnaire approved at the Editorial board meeting (Minutes editorial board meeting No 1 ddMarch, 10, 2008) and of a detailed review. Bilaterally anonymous "blind" reviewing is preferred - the reviewer and the author don’t know each other’s names. The manuscript author may familiarize with the review and get its copy.

1.8. The following issues are mentioned in the review:

- Whether the article content corresponds to the topic declared in its name;

- Whether the article contains elements of scientific innovation and corresponds to the modern achievements of scientific theory;

- Whether the author’s observations, assessments and conclusions are proved;

- Whether the article is of scientific and practical importance;

- Whether the article is understandable for intended readers regarding the language, style, information arrangement and clarity of tables, diagrams, drawings and formulas (if the latter are included);

- Whether the article publication is feasible considering the previously published materials on this topic;

- The actual pros and cons of the article as well as corrections and additions to be made by the author;

- Conclusion on possibility of the article publication in the Journal “Radiation Hygiene”.

1.9. Following the results of the manuscript review the reviewer makes recommendations on the future of the article (each decision of the reviewer should be substantiated):

     - The article is recommended for publication in the present shape;

     - The article is recommended for publication after correction of the drawbacks noted by the reviewer;

     - The article requires additional reviewing by the other expert;

     - The article cannot be published in the Journal.

1.10. Reviewers are notified that the manuscripts sent to them are the authors’ intellectual property and are not subject to disclosure. Reviewers are not authorized to make copies of the articles for their own needs.

1.11. The period for the articles reviewing is defined with intention to create conditions for the soonest publication of the article, but it may be prolonged at the request of the reviewer.

1.12. Original copies of reviews signed by reviewers are stored at the Journal Editorial for five years and are provided only upon the requests of the Ministry of Education and Science of theRussian Federationand of the Higher Attestation Commission.

1.13. If the article is accepted for publication but needs completion, it goes to the author with the review text and the suggestion to consider its remarks at preparation of the new option of the article, or to deny them with reason (partially or completely). The article completion should not take more than a month from the time of sending an e-mail to the authors about necessity of its modification. Non-observance of the term of the article completion shall delay the date of its publication. If authors refuse to complete the manuscript, they should notify the editorial in writing on their refusal to publish the article.

1.14. If completed article isn’t returned by the author for over six months, the editorial shall cancel its consideration even at the absence of the authors’ refusal to complete the article. In such cases the corresponding notice goes to the authors on de-registration of the manuscript due to expiry of completion term.

1.15. The article completed by the author shall be re-submitted for reviewing together with the author’s answers to all the remarks. In case of disagreement with the reviewer’s opinion the author of the article has the right to present to the Journal editorial the well-reasoned grounds. Upon the Journal editorial board decision the article may be accepted for publication, resubmitted to the other expert for iterated reviewing or rejected. If the editorial board can’t make a decision on expediency of the article publication, final decision shall be made by the Journal editor-in-chief at the meeting of editorial board.

1.16. In case of the manuscript rejection the editor-in-chief or the deputy editor-in-chief on behalf of the editorial board should give the author a substantiated refusal or to provide a review copy. The reviewer’s surname may be told to the author only upon reviewer’s consent.

1.17. If the article is not recommended for publication by the reviewer, it is not accepted for re-consideration in the same shape. The negative review text is sent to the author by e-mail, fax or usual mail. The article rejected by the reviewer and the editorial board may be re-considered only in case of its essential reworking by the author as a newly arrived to the Journal.

1.18. Positive review is not enough for the article publication. Final decision on expediency of publication is made by the Journal editorial board via open voting. The author shall be informed on the article admission to publication and on the time of publication.

The manuscripts sent to the Journal aren’t returned to the authors.

1.19. If the editorial board does agree with the author of the published manuscript, it has the right to make a footnote about it in the Journal.

1.20. The fact of sending by the author of the article for possible publication in the Journal is the fact of recognition by the author of conditions of reviewing, of consideration by the editorial board, of publication of the article text in the Journal including translation and other processing; and since the time of publication in the Journal - the fact of granting to the Journal of the right to use the article at own discretion for dissemination to the general public, reproduction, distribution and placing of the article text and references to it in the information and other databases.

1.21. All the articles are published in the Journal free of charges.

Publishing Ethics

General provisions

The journal of scientific publications “Radiation hygiene” (hereinafter - journal) strives for observance of high publication ethics standards. Ethics of scientific publications is a system of professional behavior standards in relations between the authors, reviewers, editors, publishers and readers at creation, dissemination and use of scientific publications.

The journal editorial, editorial council, editorial board, reviewers and publisher follow the ethical standards adopted by the international scientific community and do their best to prevent any infringements of these standards.

In their activities the journal editor-in-chief, editorial, editorial council, editorial board, reviewers and publisher follow recommendations and standards developed by Russian nonprofit partnership “Committee on scientific publication ethics” (http://publicet.org/), by Committee on Publication Ethics (COPE) and consider valuable experience of respectable international journals and publishing houses including Elsevier.

The principles of ethical behavior mentioned below are compulsory for all the parties involved in reviewing and publication of scientific articles: the author (s), reviewers, the editor-in-chief, editorial, editorial council and publisher.

Observance of scientific publications ethics by all the stakeholders promotes observance of the authors’ intellectual property rights, improvement of edition quality in the opinion of the world scientific community and restricts misuse of author's materials in the interests of particular persons.

This Regulation corresponds to the journal policy and is one of the main components of the journal reviewing and edition.

1. Principles of professional ethics in the activity of the editor-in-chief, editorial, editorial council and editorial board

In their activity the journal editor-in-chief, editorial, editorial council and editorial board members bear responsibility for promulgation of the authors’ products; hence they should comply with the following basic principles:

1.1. At decision-making on publication the scientific journal editor-in-chief shall be guided by reliability of presented data and by scientific importance of reviewed materials.

1.2. The journal editor-in-chief is responsible for the decision on which of articles sent to the journal shall be accepted for publication and which shall be rejected. Thus he shall be guided by the journal policy and observe legislation, avoiding libel, infringement of copyright and plagiarism. At decision-making the journal editor-in-chief may consult with the editorial board members and reviewers.

1.3. The editor-in-chief should not have any conflict of interests concerning the articles which he rejects or accepts.

1.4. In case of conflicts of interests due to competitive, joint and other interactions and relations with the authors, companies and, perhaps, other organizations connected with the manuscript the editor-in-chief should self-disqualify from reviewing of manuscripts (namely: instead of personal reviewing and decision-making to involve in reviewing of materials the deputy editor-in-chief or to co-operate with the other editorial board members).

1.5. The journal editor-in-chief, editorial employees and editorial board members should not disclose any information about the article submitted to the journal to anybody besides the author (s), appointed and potential reviewers, other editorial employees and, if necessary, the publisher.

1.6. The unpublished data received from manuscripts presented for reviewing should not be used by the editor-in-chief, editorial employees or editorial board members for personal purposes or be transferred to the third parties (without the written approval of the author). Information or ideas obtained at reviewing and connected with possible opportunities should remain confidential and can’t be used for profit.

1.7. The editor-in-chief should assess the manuscript exclusively according to its scientific content and regardless of race, sex, sexual orientation, religion, nationality, citizenship, origin, social status and political views of the manuscript authors.

1.8. The editor-in-chief should not let the information be published if there are enough reasons to believe that it is plagiarism.

1.9. If the article is accepted for publication, it becomes a public domain; copyrights remain with the authors.

1.10. The editor-in-chief and the publisher should not ignore the claims concerning reviewed manuscripts or published materials. At revealing of a conflict situation they should take all the necessary measures for restoration of violated rights, and at detection of errors - to promote publication of corrections or refutations.

1.11. The editor-in-chief, editorial employees and editorial board members of the journal “Radiation hygiene” are obliged not to open needlessly the information on the accepted manuscript to anyone besides the authors, reviewers, possible reviewers, other scientific consultants and the publisher.

1.12. The journal editor-in-chief, editorial employees and editorial board members should keep confidential the names and the other information about reviewers. If necessary, at attraction of the new reviewer the latter may be informed about the names of the previous reviewers.

2. Ethical principles of the reviewer’s activity

The reviewer shall carry out scientific expertise of the author's materials; hence his activities should be unbiased and comply with the following principles:

2.1. Reviewing helps the editor-in-chief and the editorial board to make a decision on publication and may help the authors improve the quality of their work via corresponding cooperation with them. Reviewing is a necessary part of formal scientific communications, the basis of scientific approach.

2.2. If reviewer does not consider himself to be an expert in the field of the article subject or knows that he cannot provide the article review in due time, he should inform on that the editor-in-chief and refuse to make a review.

2.3. The author or the co-author of reviewed work, scientific supervisors of competitors for scientific degree and-or employees of the author’s division cannot be reviewers.

2.4. Any manuscript received from the editorial for reviewing is a confidential document. It cannot be discussed with the people besides the ones specified by the editor-in-chief.

2.5. The reviewer should be fair. Personal criticizing of the author is forbidden. The reviewer’s opinion should be expressed accurately, clearly and reasonably.

2.6. Whenever possible, the reviewer should reveal the published articles related to the reviewed article and not quoted by the author. Any review statement saying that a certain observation, conclusion or argument in the reviewed article has already been mentioned in the literature, should be substantiated with a precise bibliographic reference. The reviewer should also inform the editor-in-chief on considerable similarity or partial coincidence of reviewed article with any another earlier published article.

2.7. The reviewer should not use the information and ideas from the reviewed article for personal benefit and should observe confidentiality of its information and ideas.

2.8. The reviewer should not undertake reviewing the manuscript in case of a conflict of interests caused by competition, cooperation or other relations with any authors or organizations related to the article.

3. Ethical principles of scientific publication author

If the article is submitted to editorial for reviewing, it is supposed to contain new scientific results received by the author (team of authors) which were not published anywhere before.

The authors should understand their personal responsibility for the submitted manuscript text, and that assumes observance of the following principles:

3.1. Authors of the report on authentic research should provide authentic results of conducted work and fair assessment of the research importance. The data forming the article basis should be presented unmistakably. The article should contain enough details and bibliographic references for possible copying.

3.2. There should be provided authentic results of conducted work or research. Obviously false or forged statements are equal to unethical behavior and unacceptable.

3.3. The editor-in-chief may request from the authors the initial data of the scientific article to be reviewed, the authors should be ready to provide open access to such data, if it’s possible, and should be anyway ready to store the initial materials for a reasonable period of time after the publication.

3.4. Authors should guarantee that the research results mentioned in the manuscript are independent and authentic. If fragments of other works and/or statements of other authors are used, the article should contain corresponding bibliographic references with the name of the author and authentic source. All the articles must be checked by “Antiplagiarism” system. Excessive quotations and plagiarism in any form including incorrect usage of citations, rewording or assignment of the rights to results of other researches are unethical and unacceptable. If the articles are compilations of materials earlier published by the other authors without their creative reworking and own author's opinion, they are not accepted by the journal editorial for publication.

3.5. The contribution of all the people that somehow affected the research or influenced the submitted scientific article should be recognized. In particular, the article should contain bibliographic references to Russian and foreign publications which mattered at carrying out of research. The information received privately due to conversations, correspondence or discussions with the third parties should not be used without an open written permission from its source. All the sources should be disclosed. Even if the used written or illustrative materials are from a great number of people, the permission for usage should be received and presented to the editorial.

3.6. The journal should be getting authentic manuscripts which haven’t been sent to the other journal and are not being reviewed, and the articles which haven’t been published in the other journal. Non-observance of this principle is regarded as a rough infringement of publications ethics and provides the grounds for refusal to review the article. The article text should be authentic, i.e. be published in the submitted form in for the first time in the print periodical. If parts of the manuscript have already been published in the other article, the authors are obliged to mention that earlier material and to specify the essential difference between the new and the previous one. Literal copying of own works and their rewording are unacceptable, they may only be used as a basis for new conclusions.

3.7. Publication of a certain type of articles (for example, translated articles) in more than one journal is ethical in certain cases at observance of certain conditions. Authors and editors of the interested journals should agree about the second publication presenting necessarily same data and interpretations as in initially published materials.

Bibliography of the first publication should be presented in the second publication as well. More detailed information on admissible forms of second (repeated) publications can be found on page www.icmje.org.

3.8. Guarantee correct list of the article co-authors. Among the article co-authors there should be mentioned all the people who have made essential intellectual contribution to its concept, structure, and in carrying out or interpretation of the article results. Gratitude should be expressed to the other people participating in some aspects of work. The author should also guarantee that all the co-authors are familiarized with the article final option, approved it and agree with its publication. All the authors mentioned in the article should bear public responsibility for the article content. If the article is multidisciplinary, the co-authors may bear responsibility for their personal contribution while retaining team responsibility for the common result. People who were not participating in research can’t be mentioned as co-authors.

3.9. If the work assumes use of chemicals, procedures or equipment involving any risk, the author should promptly mention it in the manuscript.

3.10. If the work involves participation of animals or people as research objects, the authors should make sure that it is specified in the manuscript that all the stages of research correspond to the legislation and standard documents of the research organizations, and are approved by the relevant ethical committees. It should be promptly mentioned in the manuscript that all the researched people gave their informed consent. It is always necessary to observe the privacy rights.

3.11. If essential errors or discrepancy are detected in the article at the stage of reviewing or after publication, it’s necessary to immediately notify about it the journal editorial and to make a joint decision on recognition of an error and/or its correction as soon as possible. If the journal editorial shall learn from the third party that the published article contains essential errors, the author is obliged to immediately correct them, or to provide to the editorial the evidence of correctness of information presented by him.

3.12. To specify in the manuscripts all the sources of the work financing, to declare possible conflicts of interests which may influence research results, their interpretation and reviewers’ opinions. Potential conflicts of interests should be disclosed as early as possible.

4. Principles of professional ethics in the publisher’s activity

The publisher bears responsibility for promulgation of author's products, which makes it necessary to comply with the following basic principles and procedures:

5.1. To promote execution of ethical duties by editorial, editorial board, reviewers and authors according to these requirements.

5.2. To support of the journal editorial in reviewing of claims to the ethics of published materials and to promote cooperation with the other journals and/or publishers if it promotes execution of the editors’ duties.

5.3. To provide confidentiality of any information received from the authors of publications till its publication.

5.4. To realize that the journal activity is not a commercial project and is not aimed at making profit.

5.5. To make sure that the potential profit from advertising does not influence the editorial decisions on article acceptance to publication.

5.6. Upon necessity to be always ready to publish corrections, explanations, refutations and apologies.

5.7. To let the journal editorial exclude the publications containing plagiarism and doubtful data.

Disclosure and Conflict of Interest

Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.

Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.

 

Plagiarism detection

"Radiatsionnaya Gygiena = Radiation Hygiene" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.

 

Preprint and postprint Policy

Prior to acceptance and publication in "Radiatsionnaya Gygiena = Radiation Hygiene", authors may make their submissions available as preprints on personal or public websites.

As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in "Radiatsionnaya Gygiena = Radiation Hygiene" we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.

Glossary (by SHERPA)

Preprint - In the context of Open Access, a preprint is a draft of an academic article or other publication before it has been submitted for peer-review or other quality assurance procedure as part of the publication process. Preprints cover initial and successive drafts of articles, working papers or draft conference papers.

Postprint - The final version of an academic article or other publication - after it has been peer-reviewed and revised into its final form by the author. As a general term this covers both the author's final version and the version as published, with formatting and copy-editing changes in place.

 

The Journal Editorial Policy

The basic policy of the journal editorial is open access to scientific information, free publications, and continuous work for improvement of scientific content quality.

The journal editorial board constantly involves new authors with analytical materials, scientific articles and reviews. The journal publishes scientific articles, scientific edition of journal reviews, short messages, articles devoted to sanitary and epidemiologic supervision of population radiation safety and reviews.

One of the main points of the journal policy is careful reviewing of materials placed in the edition. For optimization of selection all the articles are first checked with "Antiplagiat" system and only after that undergo reviewing.

Journal editorial carries out reviewing and editing of all arriving manuscripts according to the established order of reviewing.

Main principles

The author directing the article to the journal, thus expresses his consent to its publication in the journal, placing in open access on the journal Internet site and transfer of the article text (including references, bibliographic information, etc.) to the third parties if it’s mandatory, or to the other people for citing of the publication and improvement of citation index of the author and the journal.

Responsibility for the actual materials and the data presented in the articles is born by the authors.

The materials placed in the journal express the authors the personal point of view which may differ from the point of view of the edition.

The decision on publication or refusal of materials is made by the editorial board.

The royalties are not paid for publishing of the articles.

The editorial has the right to reject materials with inadequate design or not concerning the journal topics.

The editorial does not enter into discussions with the authors of rejected materials.

The editorial reserves its right to reduce and edit the manuscripts.

Manuscripts aren’t being returned.

Reprinting, placing or distribution of the materials published and-or placed on the official site can’t be done without a preliminary written consent of the journal editorial. Infringement of exclusive rights of editorial for usage of materials transferred for publication and processed by the editorial is subject to litigation.

 

EDITORIAL COUNCIL OF THE JOURNAL “RADIATION HYGIENE” 

1. The Journal Editorial Council carries out the Journal general management and definition of directions of its development.

2. The Journal Editorial Council includes the Chairman and members of Editorial Council. The structure and number of Editorial Council members is approved by the order of the Director of Federal Scientific Organization Research Institute of Radiation Hygiene after Professor P.V. Ramzaev. The Editorial Council is formed according to the principle of maximum presentation of different fields of radiation hygiene and radiation safety, radio biology and radio ecology from among the leading scientists and experts of the Federal Scientific Organization Research Institute of Radiation Hygiene after Professor P.V. Ramzaev and of the other establishments ofRussiaand foreign countries.

3. At absence of the Chairman the duties of the Chairman of the Journal Editorial Council are carried out by the editor-in-chief.

4. Sessions of the Journal Editorial Council take place when it’s necessary. Participation in sessions is possible in absentia (via videoconference or by sending of suggestions and remarks by e-mail).

5. Members of the Journal Editorial Council can make suggestions on improvement of the Journal activity and increase of its scientific and theoretical importance and citation level.

 

 JOURNAL EDITORIAL BOARD

 1. The Journal management body is the editorial board. The editorial board consists of the well-known scientists, leading experts of the Federal Scientific Organization Research Institute of Radiation Hygiene after Professor P.V. Ramzaev and other Russian and foreign bodies, research institutes and organizations. Associate editors (besides the Journal executive secretary) should represent the fields of knowledge corresponding to the Journal sections and to have scientific degrees of doctors or candidates of corresponding fields of science. The list of associate editors is presented on the second page of the Journal.

2. The editorial board is headed by the journal editor-in-chief.

3. Editorial board members are approved by the order of the Director of the Federal Scientific Organization Research Institute of Radiation Hygiene after Professor P.V. Ramzaev upon the suggestion of the members of editorial council, editorial board and the institute academic council. The editorial board structure includes the Journal editor-in-chief, his deputy (deputies), executive secretary and associate editors.

4. The Journal editorial board:

- ensures conformity of the Journal to the criteria of the Higher Attestation Commission of the Ministry of Education and Science of the Russian Federation (HAC) to periodic scientific editions for publication of the main scientific results of dissertations for scientific degree of doctor and the candidate of science;

- carries out general scientific and direct organizational management of the Journal;

- establishes and if necessary modifies the Journal periodicity;

- promotes forming of high-quality “editorial portfolio”;

- makes decisions on reception and declining of the materials presented for publication in the Journal; - together with the Journal editor-in-chief bears responsibility for the Journal scientific level and its information content.

5. Authors send to the Journal editor-in-chief the manuscripts made in strict conformity with established requirements, stated in each issue of the journal and on the Journal site. Articles not corresponding to the Journal topics or made with infringement of rules are rejected by the Journal editor-in-chief without consideration.

6. The manuscripts accepted for consideration are sent for reviewing. Reviewers give reasoned conclusion about expediency of material publication in the Journal.

7. The final decision about the article publication is made at the editorial board session by open voting by simple majority of the present votes.

8. Refusal of article publication should be reasoned. Refusal reasons are: discrepancy of presented material to the Journal topics; discrepancy of materials to the publication requirements; negative review of presented material; non-observance by the material author of the current copyright legislation and related legislation and other reasons.

9. The Journal editor-in-chief:

- determines the main topics and develops the strategy of the Journal development;

- convokes editorial board sessions and presides over them;

- carries out the general management of editorial board activity;

- endorses applications of the authors of articles coming to the Journal and gives manuscripts to the deputy editor-in-chief for their reviewing and consideration at editorial board session;

- promotes attraction to the Journal editorial board of leading scientists and highly skilled experts;

- provides publication in the Journal of the articles by well-known scientists, of materials of conferences, round tables and other materials;

- bears responsibility for the Journal content, its scientific level, for conformity of publications topics to the journal profile;

- delegates part of his powers to his deputies or associate editors;

- in case of disagreements between associate editors makes final decisions concerning the Journal edition

10. The Journal deputy editor-in-chief:

- participates in editorial board sessions;

- replaces the editor-in-chief in case of his illness, business trip and under other ­ force-majeur circumstances;

 - provides coordination of all the cycle of works on making of each journal issue;

- carries out primary estimation of presented materials;

- sends the articles manuscripts for reviewing to the leading scientists and experts from the list of reviewers approved at the editorial board session;

- bears responsibility for timely placing of materials on the Journal site, for compliance with the requirements to the Journal mentioned in this Position, in the standard documents and in the current legislation of the Russian Federation;

- makes suggestions on the issues connected with translation of necessary Journal into a foreign language, bears responsibility for observance of legislation regarding copyright and other related rights concerning the rights of publications authors and the rights of associate editors (creators) of the Journal;

- develops requirements to the content and design of the Journal site according to HAC documents  and to the requirements of the National Standards, specifications and other standard documents;

- makes suggestions on requirements to the author's manuscripts presented for publishing and is responsible for placing of these requirements on the Journal site as well as for revision of these requirements upon necessity;

- is responsible for placing of the Journal electronic version in ­the information and library systems, in Russian and foreign databases;

- carries out other commissions of the editor-in-chief.

11. Executive secretary:

- provides communication between authors, reviewers and Journal associate editors;

- accepts scientific articles and carries out their processing;

- registers materials arriving to the Journal;

- provides timely reviewing of articles;

- carries out control of observance by the authors of the National Standards requirements to the manuscripts design;

- organizes check of originality of the texts submitted to the Journal using the system "Antiplagiarism";

- organizes a subscription to the Journal via the editorial and is responsible for the timely signing of contracts with Rospechat;

- carries out timely mailing of the Journal to the members of editorial council, editorial board, articles authors, the Central Institute of Bibliography, leading libraries of higher educational establishments and scientific research institutes, etc. according to the list of compulsory mailing;

- Carries out other commissions of the editor-in-chief and his deputy.

 12. Journal associate editors:

- participate in sessions of the Journal editorial board, in drawing up of long-term plans of the Journal activity and in discussion of each issue content, make suggestions on improvement of the Journal and overall performance;

- participate in organization of reviewing and scientific editing of articles, check reviews quality in certain sections of the Journal;

- at editorial board sessions decide on publication in the Journal of articles on the basis of reviewers’ conclusions and on the other information submitted for consideration.
