Safety Provision of mass sporting events in Russian Federation

Abstract

After the terrorist attack at theBostonMarathon, Federal and Republican executive bodies took increased security measures during the XXVII World Summer Universiade inKazan. Bodies and Organizations of the Federal Service for Surveillance on Consumer Rights Protection and Human Well-being (Rospotrebnadzor) were participants of all preparatory activities and directly provided security of the Student Games inKazan. This report analyzes the experience of providing radiation safety by Rospotrebnadzor experts at the stage of preparation for the Universiade. So far, Rospotrebnadzor organizations had no experience of providing radiation safety of such large-scale events. Analysis of the performed work with account for both positive and negative experiences is especially important in the context of preparations for the safety providing of the Olympic Winter Games inSochiin 2014.

Abstract

In the second communication, the authors present and analyze in detail in chronological order all the activities performed in the course of providing radiation safety of the XXVII World Summer Universiade in Kazan. Special attention is given to assessing the effectiveness of the measures envisaged and implemented. Recommendations to improve the planning system have been developed, the list of measures ensuring radiation safety of the participants and guests to be held before and during large-scale events to ensure radiation safety was specified.

Abstract

In experimental work with experimental animals it is shown that creation of artificial deficiency of calcium in the blood of rats at the 2-hours infusion of sodium salt EDTA stimulates activation of resorption processes in a skeleton and promotes increase an urine temp excretion of plutonium-239, americium-241 and ittrium-91 whereas the temp of calcium-45 excretion with urine decreases and becomes below the level which was before EDTA intake. Activation of resorption processes begins after12 hours from the moment of EDTA intake and proceeds within 3 days and more. The effect can find practical application in the estimation of radionuclides content in a skeleton by method of indirect dosimetry using the value of excretion with urine velocity.

Abstract

We introduce a system of Diagnostic Reference Levels (DRLs) for patients medical exposure for national health care practice implementation. DRLs are an effective way of the patient radiation protection through the optimization of the medical exposure. The paper discusses and compares different methods of determining the DRLs based on measured and/or calculated quantities of patient’s dose: dose area product (DAP), entrance surface dose (ESD) and an effective dose. Distributions of different dose quantities in different Saint-Petersburg clinics are shown on the example of chest PA examinations. The results are compared with the data from other sources. Regional DRLs for Saint-Petersburg are proposed.

Abstract
The article examines the experience of delivering a practical course for senior classes schoolchildren and students on the methods of radiation background assessment in the places of their living in the radioactive contamination zones of the Bryansk region. The analysis of the results of radiation background measurements, performed by them, has been carried out, the efficiency of educational process has been investigated.

Safe use of agricultural lands. The basic framework» has been developed. Its aim is to ensure safe use of agricultural lands in the areas affected by radiation incidents, accidents and disasters.

Abstract

Survey of dwellings and enterprises of the Krasnokamensk city on the indoor radon content were performed. The radon volume activity measurements were carried out by integral method with the help of track chambers. Chambers were exhibited in the heating and the warm periods of the year for the 3-4 months in the same premises. The values of equivalent equilibrium volume activity of radon and doses from radon were obtained. It is shown, that the situation with the radon irradiation of the population of Krasnokamensk city in general meets the requirements of the radiation safety standards. Seasonal relations of volume radon activity in the premises are presented.

Abstract

In article one provision of the Methodical Guideline MG 2.6.1.3015-12 developed in 2012, – refusal of subtraction of a contribution of external natural radiation at the organization and carrying out an individual dosimetry control is discussed. It is shown that for an exception of incorrect conclusions at a dosimetry control, ensuring unity of dosimetric measurements and compliance of received results to the general ideology of the Integrated State System for Doses Control and Registration (individual exposure doses of citizens) it is necessary to carry out correct subtraction of a natural contribution.

Abstract

An article contains substantiation of advisability of rejection of subtraction of background dosimeters indication values from the measured values of individual doses of occupational exposure of A-group personnel in the process of carrying out of individual dosimetry control of medical organizations stuff which was implemented in the Methodical Guideline 2.6.1.3015-12. It is shown that mentioned procedure is firstly incorrect when we deal with low doses, when the impact of natural exposure could be really considerable and secondary senseless when we deal with dose values close to the dose limit value for A-group personnel when the impact of natural exposure is much lower then the error of measurements. It is suggested to carry out the account of the impact of natural exposure into personnel average doses basing on the analysis of statistical distributions of personnel individual doses and on indications of background dosimeters. It is suggested to add the information about indications of background dosimeters into the Base of Federal Statistical Supervision № 1-DOS as it is prescribed in the Methodical Guideline 2.6.1.3015-12. This article is the respond to the article of A.I. Grigoriev published in the present issue of Journal, in which the author contests the reasonableness of this provision.
