
SAVKIN Mikhail N.
He was born on 21.11.1950 in Moscow. He graduated from Moscow Red Labor Banner Engineering Physics Institute (MEPhI) in "Dosimetry and protection" in 1973. From 1972 to 1986 he worked at the State Design Research "PromNIIproekt" Institute of the Ministry of Medium Machine Building of the USSR (now JSC "VNIPIpromtekhnologii") on the subject of scientific and practical personnel and the public radiation safety during the peaceful uses of nuclear explosions. He defended his thesis for the degree of candidate of technical sciences in 1986. From 1986 to 2008 he was the Order of Lenin Institute of Biophysics employee, USSR Ministry of Healthcare (later the State Science Center Institute of Biophysics). The main activities during this period: development of regulations, methodical and information documents on ensuring the population radiation safety after the Chernobyl accident; organization and carrying out radiation and hygienic researches in a 30-km zone of the Chernobyl NPP and in the contaminated territories of Belarus, Ukraine and Russia; creation of the Emergency medical radiation and dosimetric center of Russia’s Federal Medical and Biological Agency.
From 1989 to the present he has been involved in international activities such as:
work on the International Chernobyl Project;
two projects of scientific cooperation participant (European Commission, Commonwealth of Independent States);
dosimetry support of radiation and epidemiological researches in Belarus, together with WHO experts, the United States (National Cancer Institute USA);
UNSCEAR expert;
ICRP Committee 4 member;
The representative of the Russian Federation to the IAEA Committee (RASSC);
expert and lecturer at a number of scientific and educational programs carried out by the IAEA;
Member of the Russian Scientific Commission on Radiological Protection;
Member of the Scientific and Technical Council №10 "Environmental, nuclear and radiation safety" of the State Rosatom Corporation.
Awards: Medal of Honor, a medal "For Labor", the medal "In memory of the 850th anniversary of Moscow".
From 2009 to present - leading researcher of Federal State Unitary Enterprise "All-Russian Rospotrebnadzor Institute of Railway Hygiene" (FSUE ВНИИЖГ Роспотребнадзора). From 2013 to the present he is an external part-timer of the Nuclear Safety Institute of the Russian Academy of Sciences. The main directions of work in this period - railway transport radiation safety and safety in the final stages of nuclear technology life cycle including the radioactive waste (RW) decommissioning and disposal.
